The power steps are stated twice in one line and the two statements agree with each other: 14 dBm is 25.1 mW and 23 dBm is 199.5 mW, so the milliwatt figures are the conducted output the dBm figures convert to, not an EIRP ceiling a brand has restated in round numbers. frequency_range is that stated 5362-5945 MHz band, written as GHz the way this column already holds measured spans.
