INAV System: CLI settings

Craft and pilot name, loop time, debug mode, I2C speed, throttle tilt compensation, time zone, PINIO box assignments and the serial reboot character.

13 settings in INAV 9.1, plus 1 that earlier releases had. Each range and value list is read from the release's src/main/fc/settings.yaml, each default from the release's settings.yaml, with each constant and C type resolved by INAV's own settings.rb against the SITL and flight-controller target headers, so a board's own config can still change it. Set one with set name = value, then save. Paste a diff all into the CLI checker to test it against any release.

needs USE_I2C
✓✓✓ This setting controls the clock speed of I2C bus. 400KHZ is the default that most setups are able to use. Some noise-free setups may be overclocked to 800KHZ. Some sensor chips or setups with long wires may work unreliably at 400KHZ - user can try lowering the clock speed to 200KHZ or even 100KHZ. User need to bear in mind that lower clock speeds might require higher looptimes (lower looptime rate)
looptime # uint16
global
0 to 9000 500 ✓✓✓ This is the main loop time (in us). Changing this affects PID effect with some PID controllers (see PID section for details). A very conservative value of 3500us/285Hz should work for everyone. Setting it to zero does not limit loop time, so it will go as fast as possible.

global
-720 to 840 0 ✓✓✓ Time zone offset from UTC, in minutes. This is applied to the GPS time for logging and time-stamping of Blackbox logs
